As the number of car owners multiplied in the late 1950s, Seattle's
downtown department stores and its Pike Place Market were looking
for a way to compete with new suburban shopping malls. Parking had
recently emerged as a business iin big cities across the country
and Seattle was ready to jump on the bandwagon.
