从2008年12月31日开始，苏格兰大多数的医院都实行了免费停车。有些已经以前就实行免费，没受影响，总共有17家医院受到费用调整的影响，其中三家由私人机构投资的医院，有望在合同期内实行限价停车，一旦合同结束，就要实行免费停车。这篇文章将分析医院免费停车计划是思想正义还是愚蠢行为。

From 31 December 2008,parking has become free at almost all hospitals in Scotland. Some already offered free parking, and are unarrected. A total of 17 are affected by the changes, three of which are operated under PFI(private finance inttiative) contracts. These three (The Royal Infirmary of Edinburgh, Glasgow Royal Infirmary and Ninewells Hospital in Dundee)will be expected to limit their charges during the remainder of their contracts..Once the contracts conclude, in is anticipated that they,too,will be subject to free parking regulations .
