The "intelligent" part of the system is the key. Unlike
other systems that must be watched virtually every moment, the WSU
system monitors 14 specific types of activity and behavior, and
only then generates alerts based on user-defined rules. For example,
it looks for someone lurking-a potential criminal who may case cars
to steal property, or even assault or rob parking patrons. So, when
the system detects a person who parks and remains behind or who
has entered the garage on foot and is standing or walking between
cars, it alerts the person on duty. Other behaviors that are notable
in a parking garage, such as a falling person, two or more people
converging on foot, or a vehicle moving at excessive speed or stopping
suddenly are noted and displayed as "events." The idea,
according to Frederick, is "we don't need and sure don't want
to see everything, all the time, and we can't afford to tie up numerous
staff people to stare at monitors."
