这是BPA停车系列论文的第12篇,分析了城市中心商业区停车规划的复杂问题。

This is an edited version of BPA position paper 12 from the BPA's
series of parking forum papers.
Changes to planning policies were made in the 1980s with the intention
of increasing retail competition and providing consumers with greater
choice. As a result, the number and range of shopping destinations
has expanded during the past twenty years.
The increase in car ownership over the same period means that a
large proportion of consumers are no longer tied to traditional
town center shopping destinations.
Recent transport policies aimed to reduce urban traffic congestion
together with planning policies that advise reduced levels of parking
provision in town center developments may result in car borne consumers
shopping elsewhere.
