A long time ago Rotterdam was a small fishing village on the Rotte River. Today the city is a vital trade, knowledge and services center with a beating urban heart full of culture and activity. Now Rotterdam is a young, modern city on the water, famous for its modern architecture and international inhabitants. The some 600000 inhabitants of Rotterdam have, for a large part, their roots elsewhere in the world.

For visitors of Rotterdam citizens there is a special cheaper solution for parking. These so called visitors cards are issued for a much reduced price in the form of a scratch card. This has led to an unwanted, flourishing trade that costs the municipality a lot of money. This system is being replaced by a visitor's pass so that the inhabitant can remove a ticket from the existent ticket dispensing machines. Invoicing takes place later. As the sale of more than 1 million paper visitor cards will thereby cease, the pressure at the parking sales outlet will go down by more than half which will permit savings to be made and a more customer-friendly way of working.
