HOMING IN ON HOME ZONES

Most debates about parking within the country's housing estates
seldom extend beyond whether any control should be subcontracted
out or kept within the council's authority.Rob Leslie discovers
how Plymouth City Council had bigger ideas.
Instead of merely seeking an economic development in the parking,
new broad-reaching measures help to virtually erase the dangers
of rat-running and speeding across Morice Town's 2.2km㎡of road space. In
the parking, this was achieved by repositioning bays into the middle
of the streets in both 90-degree and echelon formations to act as
barriers to inappropriate and excessive speeds.
This also takes parked cars out of the off-road shadows that are
notorious for encouraing vandalism and theft.
