在停车控制领域,近期的发展动向是手机支付停车费的出现。在伦敦,Wandsworth政府是第一个引进该技术的,时间是2004年2月;2006年10月,Westminster紧随其后,2006年12月,Hounslow政府也引进了这项技术。可能还有其他一些城市是作者不知道的,但是据了解有很多城市计划引进这项技术。

A relatively recent development in the world of parking control
is the advent of pay-by-phone parking. In London, Wandsworth council
was the first to introduce it, in February 2004, followed by the
city of Westminster in October 2006 and Hounslow Council in December
2006. There may already be others of which the writer is unaware,
and it is understood that others have plans to introduce it.

Paying by phone can facilitate not just payment by speaking to someone
directly, but also by automated voice recognition, touchtone and
text messaging. So the introduction of pay-by-phone as an option
for motorists is to be welcomed for the convenience it provides.
But, as in everything else, things can go wrong. And when they do,
the upshot may be an appeal to the Parking Adjudicators following
the issue of a Pebbalty Charge Notice to the appellant's vehicle
for allegedly parking without paying the parking charge.
